That skeleton gets agreed in week one, so nothing has to be retrofitted later.

We set a page-weight budget at the start and hold to it. Images are resized and converted before they reach a template, scripts are deferred unless they do something above the fold, and we test on a mid-range Android over a throttled connection rather than on the machine we built the site on.
